Soutien à des initiatives structurantes: Subvention de démarrage pour le soutien de nouveaux partenariats de recherche en santé mondiale – Regroupement stratégique en santé mondiale du RRSPQ

But du concours

La recherche en santé des populations vise à identifier, comprendre et agir sur les déterminants sociaux de la santé afin d’orienter les interventions de santé publique et éclairer les politiques publiques dans le but de participer à l’amélioration de la santé des populations. La mission du RRSPQ est de soutenir le développement de la capacité de recherche en santé des populations au Québec. Les collaborations interdisciplinaires, interinstitutionnelles et intersectorielles, essentielles à la compréhension des problèmes de santé contemporains, sont privilégiées.

Conformément à cette mission, le but de ce concours est de soutenir les chercheurs en encourageant le développement de nouveaux partenariats entre des chercheurs de différents domaines connexes à la santé mondiale. 

Le Regroupement stratégique en santé mondiale du RRSPQ entend soutenir ou co-soutenir des initiatives structurantes(1)(IS) en vue de renforcer leur soumission à un concours de financement externe. Chaque projet doit permettre de catalyser des nouvelles avenues de recherche interdisciplinaires en santé mondiale, et qui ont des retombées sur les interventions en santé des populations ou sur les politiques publiques. Ces aspects doivent être clairement démontrés lors de la rédaction du projet. L’équipe de recherche doit démontrer le rôle structurant du projet, par exemple en regroupant différentes équipes de recherche autour d’un même questionnement scientifique en lien à la santé mondiale. Les collaborations entre les regroupements stratégiques et d’autres organismes impliqués seront considérées positivement. L’équipe de recherche doit déposer une demande de subvention auprès d’un organisme de financement externe d’ici la fin de l’initiative structurante en spécifiant l’organisme dans la présente demande.

Critères d'admissibilité

  • Ce concours est ouvert à tous les membres chercheurs réguliers du RRSPQ.
  • La recherche proposée doit être pertinente à la santé mondiale (Ex: enjeux de santé pertinents à un pays à revenu faible ou moyen ou un milieu doté de ressources limitées au Canada);
  • Les propositions doivent comprendre un nouveau partenariat de recherche entre au moins deux membres actuels du RRSPQ (idéalement affiliés à deux ou plusieurs regroupements stratégiques du RRSPQ – voir https://www.santepop.qc.ca/fr/qui-sommes-nous);
  • La recherche proposée doit être complétée avant le 31 décembre 2019; un rapport des activités de recherche devra être soumis avant cette date; 
  • Le même projet ne peut être financé qu'une seule fois par le FRQS, le RRSPQ et/ou ses regroupements stratégiques et Programmes de formation.
  • Les projets de recherche bénéficiant déjà du soutien d’autres sources ne sont pas admissibles à l’attribution de fonds. 
  • Un même chercheur peut déposer plusieurs soumissions ou apparaître comme co-chercheur dans plusieurs soumissions aux concours actuels de soutien à des initiatives structurantes du RRSPQ et de ses Regroupement Stratégiques. Toutefois, afin de donner un accès équitable à ce soutien au plus grand nombre de nos membres, un même chercheur (chercheur principal ou co-chercheur) ne peut être financé plus d’une fois par année. Si un même chercheur apparaît dans plusieurs soumissions aux concours d’IS du réseau, la priorité pourra être donnée à la soumission qui a obtenu le score le plus élevé lors de l’évaluation.

Critères d’évaluation

L’évaluation des propositions tiendra compte des éléments suivants:  

  • Qualité scientifique: clarté de la problématique et des objectifs; rigueur de la méthodologie; réalisme de la proposition et de l'échéancier de réalisation; résultats escomptés et retombées en termes de projet futur ou d’impact.
  • Pertinencepotentielle de la recherche proposée à la santé mondiale.  
  • Collaborations interdisciplinaires, interinstitutionnelles et intersectorielles de l’équipe: Les chercheurs doivent avoir des expertises différentes et complémentaires.
  • La priorité sera donnée aux projets impliquant au moins deux chercheurs réguliers du RRSPQ.
  • La priorité sera donnée aux projets incluant au moins deux membres chercheurs réguliers provenant de deux universités différentes
  • Chaque projet devrait avoir, dans la mesure du possible, un volet appliqué et/ou un volet de transfert des connaissances. Les équipes qui incluent un ou plusieurs utilisateurs de connaissances parmi l’équipe de recherche(2)  seront priorisées.
  • Collaborations/Partenariats à forte valeur ajoutée (partenaire communautaire, acteurs clés en politique de santé, etc.).
  • Retombées anticipées: potentiel d'amélioration des interventions en santé des populations, des services, et des politiques publiques.
  • Effet levier: la capacité d’attirer des partenaires et d’obtenir d’autres sources de financement.
  • Plan de pérennité: Planification du développement du projet au-delà de l’année du financement par le RRSPQ.
  • La description d’un échéancier clair et réaliste: L’échéancier doit s’étaler sur un an.

Engagements

  • Les chercheurs qui seront financés devront soumettre un rapport financier pour démontrer l’utilisation des sommes allouées et un rapport scientifique.
  • Toute demande de subvention externe et/ou présentation et publication qui résultera de ce financement doit inclure comme co-chercheurs les chercheurs impliqués dans la présente demande.
  • Les chercheurs financés s’engagent à mentionner la participation financière du RRSPQ et à utiliser son logo (si possible) pour toute activité découlant du projet financé, y compris les publications, annonces, communications. Les formulations suivantes sont suggérées :
    « L’équipe de recherche remercie le Regroupement stratégique en santé mondiale du Réseau de recherche en santé des populations du Québec (RRSPQ) pour sa contribution au financement de ce projet.»
    “The research team would like to thank the Global Health Strategic Grouping of the Quebec Population Health Research Network (QPHRN) for its contribution to the financing of this project.”
  • Les lauréats acceptent de publier le titre et un résumé de leur recherche (en français et anglais) sur le site web du RRSPQ, dès l’annonce de leur sélection.
  • Les chercheurs qui seront financés sont attendus à la journée scientifique annuelle du Réseau et pourraient se voir demander de présenter leurs résultats à cette occasion.

(1)Une initiative structurante a pour objectif de mettre en lien des chercheurs individuels, des équipes ou d'autres regroupements de chercheurs, et des partenaires des milieux publics, privés ou communautaires. Cette initiative structurante peut prendre la forme d'un grand projet (évènement de diffusion, de promotion, ou d'échange scientifique; chantier de recherche, etc.) ou d'une infrastructure collective (mise sur pied de services communs; élaboration d'une plate-forme technique ou électronique; regroupement d'expertise au service des chercheurs; élaboration d'une base de données; etc.). Support for “structuring initiatives”: Seed Grant Support for New Research Collaborations in Global Health – Global Health Strategic Grouping of the QPHRN

 

Competition description

Population health research aims to identify, understand and act on social determinants of health by guiding public health interventions and informing public policy, with the overall objective of improving population health. The mission of the Quebec Population Health Research Network (QPHRN-RRSPQ) is to support capacity development in population health research. Interdisciplinary, inter-institutional and inter-sectorial collaborations are essential to forming an understanding of contemporary health problems and therefore represent an important area of focus.

With this mission in mind, the goal of the current competition is to support the creation of new collaborations among researchers from different domains interfacing with global health. In doing so, this competition aims to catalyze new avenues of interdisciplinary research in global health by encouraging researchers to organize their various domains of expertise around specific research themes with a wider impact on population health.

The Global Health Strategic Grouping of the RRSPQ will provide support or additional support to “structuring initiatives”(1)in order to strengthen subsequent proposals to external funding agencies. Each project must address an original question interfacing with global health and with the potential to exert an impact on public health interventions or policies. These aspects must be clearly outlined in the project proposal. The research team must also attest to the “structuring” role that the project will play (for instance, in uniting interdisciplinary research teams from different sectors, institutions, and organizations around a common point of scientific inquiry in global health). Collaborations between strategic groupings and other organisations and institutions are thus highly recommended. Research teams that receive funding will be required to submit their project to an external funding agency prior to the end date specified for their project and must name this agency in their proposal. 

Eligibility criteria

  • Applicants must be “regular researcher” members of the QPHRN-RRSPQ.
  • The proposed research must be of global health relevance (i.e. addressing a relevant health issue in a low- or middle-income country or a resource-poor setting within Canada);
  • Proposals must include a new research collaboration between at least two current QPHRN members (ideally affiliated with two or more strategic groups of the QPHRN – see https://www.santepop.qc.ca/en/background);
  • The proposed research should be completed by December 31, 2019; a report on research activities should be submitted before this date;
  • The same project cannot be funded more than once by the FRQS, RRSPQ and/or any its strategic groupings or training programs. 
  • Research that is already supported by other sources is ineligible for application. 
  • The same researcher can apply and/or appear as a co-researcher in several applications to the current "Support for structuring initiatives" competitions of the RRSPQ and/or its strategic groupings. However, in order to provide all Network members with equitable access to this financial support, the same researcher cannot be funded more than once per year in these competitions. If any author appears in multiple applications, priority may be given to the application that receives the highest evaluation score.

Evaluation criteria

Proposals will be evaluated based on the following criteria: 

  • Scientific quality of the proposed research: clarity of the issues addressed and outlined goals; methodological rigor, feasibility of the proposal and of the timetable for completion of the project, relevance of expected results, benefits in terms of future research and impact.
  • Potential relevance of the proposed research to global health.
  • Inter-institutional, inter-sectorial, and interdisciplinary collaborations. Researchers must have different and complementary domains of expertise. 
  • Priority will be given to projects involving at least two “regular researcher” members of the QPHRN-RRSPQ.
  • Priority will be given to projects involving at least two researchers or co-researchers that are both members of the QPHRN-RRSPQ and affiliated with different universities.
  • If possible, each project should include application-oriented aspects and/or a knowledge translation component. Applicants are strongly encouraged to include a knowledge-user(2)in their research team.
  • High value-added collaborations/partnerships (e.g., collaborations with community partners or other key political stakeholders).
  • Expected benefits: potential to contribute to the improvement of population health interventions, services and public policies.
  • Potential of the research in leveraging extramural support and attracting new partners.
  • Plan for sustainability: plans for the continued development of the project beyond the year of funding provided by the QPHRN-RRSPQ.  
  • A clearly described and realistic timetable: the timetable must span a period of 12 months. 

Commitments

  • Researchers who receive funding must submit a financial report detailing the use of the allocated funds, along with a scientific report.
  • It is expected that the project will gather additional support through future applications for extramural funding. 
  • Future applications for extramural funding and/or presentations or publications arising from this funding opportunity must include all investigators involved in the current funding application as co-investigators.
  • The financial contribution of the QPHRN-RRSPQ must be explicitly mentioned in all activities resulting from the funded project, including presentations, publications or communications. The following acknowledgment phrase is suggested:

  • The laureates agree to publish the title and a summary of project (in French and in English) on the QPHRN's website, as soon as their selection is announced.
  • Researchers who receive funding are expected to attend the RRSPQ Annual Scientific Meeting and may be requested to present their results on this day.
